So it seems you want more followers reading your blog. Ever heard of, the infamous sub4sub phenomenon on YouTube? There seems to be a similar culture on nearly every networking website on the interwebs - Twitter, Youtube, and yes, even Blogspot. It is clear to me from past experience that if you comment, or follow someone, i.e. let them know you exist, there's a big chance that they'll follow you back!
But it is common courtesy to not talk like a big spammer. Make sure you read what they said and comment about their blog topic - it is ridiculous to simply post a link to your blog on their blog asking you to follow them! Manners are a big thing on the internet. Take it seriously, if you want to blog seriously. :)
